In all likelihood, the Mayor and City Council had no idea of the present day ramifications of the Climate Action Plan Objective: "The ultimate goal of this Climate Action Plan is to initiate programs and policies within the City of Medford that aim to reduce greenhouse gas emissions."
At the City Council Meeting on November 15, 2011, Robert Capucci, candidate for Republican State Committee, spoke on my petition to address the council on the issue of the Channel 16 Government Channel. He said that he too had spoken with City Clerk Ed Finn who told him that, "If we cancel our agreement with ICLEI, we will have to give back some money."
Mr. Capucci is a very courageous resident of Medford who took to the podium at the Medford City Council meeting on November 1, 2011 and delivered a 12 minute presentation on Agenda 21, ICLEI and the Medford connection. According to the ICLEI website, there is a yearly fee that has to be paid to be a member of ICLEI. How much is that fee for Medford? At this time, I do not know. What is known is that the City of Medford pays dues to a foreign non-government organization and in return we receive money from them in the form of grants. ICLEI Dues

CITIES FOR CLIMATE PROTECTION CAMPAIGN
On August 10, 1999, the Medford City Council adopted a resolution in support of
the International Council on Local Environmental Initiatives’ (ICLEI) Cities for
Climate Protection (CCP) Campaign (Council File No. 99-615). “ICLEI is the
international environmental agency for local governments. Its mission is to build
and serve a worldwide movement of local governments to achieve tangible
improvements in global environmental and sustainable development conditions
through cumulative local actions.”
On Jan 19, 2011, in Westminster, Maryland, the Carroll County Board of Commissioners made history by being the first county in the United States, to withdraw their membership from ICLEI.
