Medford MA is the Poster Child for the UN.

Medford, Massachusetts - November 20, 2011, Posted 8:24 AM EST Updated Nov 21, 2011, 951 AM, Updated Dec 14, 905 PM - Medford Massachusetts was the first city in the state to enter into a partnership with ICLEI, the International Council for Local Environmental Issues, a United Nations non-government organization (NGO). Hard to believe? Read on.

In the hot and lazy New England summer of August 1999, the paltry 26% of Medford citizens who usually vote in a local election were at Wright's Pond, Revere Beach or up in Maine enjoying their summer vacation and not paying much attention to the Medford City Council meeting of August 10.

At this meeting, a communication by Mayor Michael J. McGlynn, to "become a partner in the Campaign," with ICLEI, the International Council for Local Environmental Issues, a United Nations non-government organization (NGO), was presented to the council. The letter from the Mayor is very clear in it's intent. The motion was approved on Sep 2, 1999 (See attached).

The COMMUNICATION FROM THE MAYOR, is dated Aug 3, 1999 and the resolution is number 99-615. The last paragraph on page 1 reads, "WHEREAS, the Cities for Climate Protection Campaign, sponsored by the International Council for the Local Environment Initiatives and the U.S. Environmental Protection Agency, has invited the City of Medford, MA to become a partner in the campaign."

In an interview with Medford City Clerk, Ed Finn, he stated, "I know that it was approved at some point because we get money from ICLEI." If you have any questions for Ed Finn, his direct phone number is 781-393-2425.

In all likelihood, the Mayor and City Council had no idea of the present day ramifications of the Climate Action Plan Objective: "The ultimate goal of this Climate Action Plan is to initiate programs and policies within the City of Medford that aim to reduce greenhouse gas emissions."

At the City Council Meeting on November 15, 2011, Robert Capucci, candidate for Republican State Committee, spoke on my petition to address the council on the issue of the Channel 16 Government Channel. He said that he too had spoken with City Clerk Ed Finn who told him that, "If we cancel our agreement with ICLEI, we will have to give back some money."

Mr. Capucci is a very courageous resident of Medford who took to the podium at the Medford City Council meeting on November 1, 2011 and delivered a 12 minute presentation on Agenda 21, ICLEI and the Medford connection. According to the ICLEI website, there is a yearly fee that has to be paid to be a member of ICLEI. How much is that fee for Medford? At this time, I do not know. What is known is that the City of Medford pays dues to a foreign non-government organization and in return we receive money from them in the form of grants. ICLEI Dues

Section II, p. 5 CITIES FOR CLIMATE PROTECTION CAMPAIGN On August 10, 1999, the Medford City Council adopted a resolution in support of the International Council on Local Environmental Initiatives’ (ICLEI) Cities for Climate Protection (CCP) Campaign (Council File No. 99-615). “ICLEI is the international environmental agency for local governments. Its mission is to build and serve a worldwide movement of local governments to achieve tangible improvements in global environmental and sustainable development conditions through cumulative local actions.”

On Jan 19, 2011, in Westminster, Maryland, the Carroll County Board of Commissioners made history by being the first county in the United States, to withdraw their membership from ICLEI.
